I think if you had the specifics of each job, guarantees that they were going ahead, and were willing to sign some kind of agreement with them (basically saying "We're doing these projects, and you're the firm we're using to implement them"), then I'm sure you could find a reputable company who would take it on at a slightly discounted rate. Depending on what kind of discount you're after, of course

But yes, some good companies have lost money on empty promises before (including ones I've worked with).
